It’s very interesting to read of this work, and you’re right, I haven’t heard of him. I’m not sure, though, what you mean by “our perception delivers static points because that’s how it works.” Could you expand or point me to relevant literature? I will re-read in the meantime.
I’ve probably compressed Palágyi’s argument a bit too much there. I just mean that in his account specifically, the underlying temporal process is always renewing itself while ordinary perception presents us with relatively stable spatial objects. His idea of “covering over” is meant to explain that discrepancy whereby each present phase conceals the phases from which it emerged. And it’s the relatively stable appearance we perceive rather than the process of renewal itself.
Boyce Gibson’s two 1928 papers on Palágyi are probably the best English-language place to start, especially the first one on space-time.
